    The "red" hue you see is residual primer paint which is what probably preserved this arm so well.
    The 53-55 Corvette parts manual lists this forge # for a 53-55.  This changed to 3733051 in early calendar year 1956 so this a real, 53-56 arm & a replacement for a 57-62. So if you are having your 53-56 judged, this is the right forged # arm for you.
